Can I use top soil to make a flower bed or garden soil needs to be the one?

I'm building them upward on a mostly clay ground with a thin layer of tripple mix from a builder.
Can I use top soil to make a flower bed or garden soil needs to be the one?
Kay has a good answer, but translated into english, use garden soil. Top soil has very little nutrients in it.

Reply:top soil should be ok as long as you mix it with something else. Answers 1 and 2 are very good.

Reply:The easiest soil to grow things in is about equal parts clay, sand and organic matter, so that's what I'd shoot for. The clay adds buffering capacity and mineral retention, the sand improves drainage and aeration, and the organic matter adds minerals, water retention and aeration.
